As Executive Director of the Port of Victoria, Sean Stibich serves as the general manager and architect of the next-stage evolution and growth roadmap for this full-service inland port and 35-mile barge canal. Since joining the port in 2019, which operates under the governance of the Victoria County Navigation District Board, he has championed a portfolio of strategic initiatives that strengthened both the port’s operations and its competitive position as a key transportation center to the chemical, steel, petroleum and agribusiness industries for intermodal service delivery. Throughout the course of his distinguished career, Mr. Stibich has consistently played an influential role in the growth, development, and ongoing operation of high-performing operations within the marine industry. Mr. Stibich represents Port of Victoria as President of the Victoria Barge Canal Association, a member of the South Texas Transportation Conference, the Alliance for I-69 South Texas West Board, the Victoria MPO Policy Advisory Committee, the University of Houston-Victoria Provost Advisory Board, VEDC Executive Boardmember and the Victoria Rotary. |

Lee Raymond, Global Head of Project Development, First Ammonia Lee Raymond has over 20 years of project management experience. He has spent the last 15 years planning and managing project development of methanol and ammonia facilities, including identifying sites, defining project scope, risk assessment and mitigation plans, and coordinating with authorities for various environmental studies and other permitting requirements. From 2013 to 2020, Raymond led project development on a Topsoe joint venture in the US. Raymond holds a Bachelor’s Degree in Biomedical Sciences from Anglia Ruskin University. |

Bio:
Luis Martinez has been a practicing lawyer for 26 years and has practiced the entire time in Victoria County and the surrounding counties. After working in Victoria civil firm for a few years, Luis started a private practice, practicing criminal law and representing both juveniles and adults. He tried cases and handled appeals for twenty years, until three years ago when he became the appellate attorney for the Victoria County District Attorney's Office. Most recently he was hired to fill the role of Assistant Chief of the Crossroads Defenders, one of the newest public defender's offices in the state.
Summary of the Presentation:
The presentation will provide a summary of the more prevalent use of public defender's offices in Texas to provide professional criminal representation to citizens who could otherwise not afford to hire their own counsel.
Justice is dependent on a fair balance between an accuser and the accused. Public defender's offices facilitate lawyers whose aim and goal is to focus solely on providing criminal defense. They also provide a unique opportunity to partner with already existing community organizations and county departments to find solutions that go beyond the courtroom. Public defender's offices are more efficient and cost-effective for the communities they serve. Most important, the use of public defender's offices result in better long-term outcomes, not only for people who find themselves in the criminal justice system, but also for the community overall.
